Zhou Deqiang, male, Han nationality, was born in 1941. He graduated from Nanjing Post Telecommunications College with a major in wire communication engineering. Zhou participated in the CCP in 1969.
Zhou served as the deputy general engineer at the Beijing Trunk Exchange before becoming the deputy chief at the Anhui Province Administrative Bureau of Post and Telecommunications. He later was made the chief of the bureau. In 1994, he became the vice-minister at MINPTT.
