Zhang Xiaoqiang, male, was born in 1952. Began to work in 1969, and graduated from the Economics Department of Peking University in 1982. From 2003 to 2014 he was Vice-Minister and Member of Leading Party Member’ Group, of the National Development and Reform Commission.
