Zhang Tinghan, male, Han nationality, is a native of Chengdu City, Sichuan Province. He was born in 1940 and joined the CPC in 1960. He graduated from the Rare Element Faculty of Chinese University of Science and Technology in 1963.
Zhang has long been involved with government and Party positions in Sichuan Province. Among the leadership responsibilities he has undertaken include deputy director of the Chengdu City Science and Technology Committee, vice-mayor of Chengdu City, and head of the United Front Work Department with the CPC Sichuan Provincial Committee.
In the 1990s, Zhang was a member of the 9th CPPCC National Committee and later was a standing committee member of the 9th CPPCC National Committee. During the same committee, he was deputy secretary-general.
In 1999, he became deputy head of the United Front Work Department of the CPC Central Committee.
