Zhang Chang'er, male, Han nationality, is a native of Huangshi City, Hubei Province. He was born in 1956, joined the CPC in June 1976, and entered the work force in 1982.
He spent over 10 years on the staff of the Economic Regulation Division of the Comprehensive Planning Division of the Planning Committee of Hubei Province. In 1996, he became mayor of Xiaogan city.
He was a deputy to the 9th NPC.
In 2011, he became Deputy Secretary of the Hubei CPC Provincial Committee.
