Biography
Huang Yinku, male, Han nationality, is a native of Shanghai. He was born in 1940, joined the CPC in 1977, and graduated from the Northwest Institute of Technology. Huang held leading posts in the Chengdu Municipal CPC Committee, where he was minister of the propaganda department until 1986. He was elected deputy director of the Standing Committee of the People's Congress of Sichuan Province in 2001.
Huang Yinku was deputy to the 9th NPC.
