He Hua, male, Han nationality, is a native of Zhengzhou City, Henan Province. He was born in 1960, graduated from Chemical Engineering Department of Tianjin University with a Bachelor Degree in 1983. From 2002 to 2004, he was General Secretary of Patent Bureau of State Intellectual Property Office.
