He Guangyuan, male, Han nationality, is a native of Anxin, Hebei Province. Orphaned at an early age, he began his career in army and political cadre schools and studied engineering in China and in Kiev, USSR. He returned to China in 1956 to work at the Changchun No. 1 Motor Vehicle Plant.
Denounced during the Cultural Revolution, he was "liberated" in 1970 and became vice-mayor of Changchun City in 1980. He moved on to become Minister of Machinery and Electronics Industry in 1989 and a member of the CPC Central Committee in 1992.
He was an alternate member of 12th and 13th CPC Central Committees and member of 14th CPC Central Committee.
