He baoxiang, male, Han nationality, is a native of Yueyang City, Hunan Province. He was born in 1963, graduated from Beijing Chemical Engineering Institute with a Bachelor Degree in 1982, and entered the work force in 1982. From 2008 to 2011, he was Vice Chairman of CPPCC Hunan Provincial Committee. Since 2011, he is Vice-Governor of Hunan Province.
