Guo Shuyan, male, Han nationality, is a native of Zhenping County, Henan province. He was born in 1935, graduated from Nankai University, and joined the CPC in 1958. He served as governor of Hubei province until 1993, and he was elected as vice-chairman of the financial committee of the NPC in 2003.
Guo was an alternate member of the 14th and 15th CPC Central Committees.
