Chen Qingtai, male, Han nationality, is a native of Fengrun, Hebei Province. He was born in 1937. A graduate of Qinghua University, he started working in 1970 at the No. 2 Motor Vehicle Plant and rose from deputy division chief to director of the plant. He then became general manager and chairman of the board of the Aeolus United Automotive Industry Corporation before moving on to chairman of the board of Aeolus-Citroen Autombile Co., Ltd.
In 1992, he switched to positions under the State Council in economic, trade, and monetary policy, serving as vice-minister of the State Economic and Trade Commission from 1993 to 1998. In 1998 he was named deputy director of the State Council's Development Research Center. In that same year he began a term as member of the 9th CPPCC National Committee.
