Chen Li, male, Han nationality, is a native of Shaanxi Province. He was born in 1958 and graduated from Nankai University with a Bachelor Degree in 1983. From 2011 to 2013 he served as Vice-Minister of the National Population and Family Planning Commission. In 2013 he became Vice-Dean of the Chinese Academy of Governance.
