Chen Cheng, male, Han nationality, is a native of Lingao, Hainan province. He was born in 1952, joined the CPC in 1973, and graduated from the Party School of the CPC Central Committee with a major in economic management. Chen held leading posts in his native Hainan province, where he served as deputy secretary of the Haikou Municipal CPC Committee until 2003. He was elected vice-governor of the Hainan Provincial People's Government in 2004.
