Biography
Cai Qihua, female, is a native of Jiangdu City, Jiangsu Province. She was born in Bengbu City, Anhui Province in 1955, entered the work force in 1974, and joined the CPC in 1988. From 2001 to 2012, she served in Committee of Yangtze River Water Conservancy of Water Conservancy Ministry. Since September 2012, she is Vice-Minister, Ministry of Water Resources.
