Cai Chang, female, is a native of Shuangfeng, Hunan Province. She was born in 1900, joined the CPC in 1923. She studied at Changsha Zhounan Female Normal School, and went to France in 1919, joined the Xin min institute. She was the member of Central People's Government of People's Republic of China, chairman of 1st, 2nd, 3rd All-China Women's Federation, and the Member of 11th CPC Central Committee. She died in 1990 in Beijing.
