Bai Keming, male, Han nationality, is a native of Jingbian, Shaanxi Province. He was born in 1943. studied at the Harbin Military Engineering Institute, and joined the CPC in 1975.
After working briefly in Harbin, Heilongjiang Province, Bai was transferred to Shaanxi Province and then to Beijing, where he served in the Ministry of Education and the State Education Commission. In the mid- 1990s, he worked in publicity organs of the CPC Central Committee, and in 2000, he became president of People's Daily. A year later, Bai was transferred to Hainan Province, where he became secretary of the CPC Hainan Provincial Committee. The next year he left Hainan and was appointed secretary of the CPC Hebei Provincial Committee. In 2007, Bai no longer held the positions in Heibei Province and he was appointed Chairman of Education, Science, Culture and Public Health Committee, National People's Congress in 2008.
Bai was a Delegate to 15th CPC NPC. He was also a Member of the 16th CPC Central Committee.
