Bian Changtai, male, Han nationality, born in 1931, is a native of Liaoning Province. Bian, a CPC member, was a professor at the Northeast China University of Finance and Economics. He was chairman of the Dalian Municipal Committee of the Revolutionary Committee of the Chinese Kuomintang, and he was also a member of that party's central committee.
