Zhou Ying, female, Han nationality, is a native of Liaoning province. She was born in 1954, and graduated from the Central Party School with a master's degree. She began her career at the Ministry of Water Resources in 1997, as deputy director-general of the Water Resources Department. She was promoted as a vice-minister in 2005.
She is currently a member of the 17th CPC Central Commission for Discipline Inspection.
