Zhang Shengkun, male, Han nationality, is a native of Zhejiang Province.A China Democratic League official, Zhang has served as chairman of the league‘s 10th and 11th Shanghai Municipal Committees. In 1998, he became vice-chairman of the standing committee of the 11th Shanghai Municipal People‘s Congress.
Zhang has also been the vice-president Shanghai Jiaotong University.
