Biography
Zhang Ruifu, male, Han nationality, is a native of Shaoxing, Zhejiang province. He was born in 1944, joined the CPC, and graduated from university. Zhang began his career at the Hunan Provincial Department of Finance, where he served as deputy director in the mid-1980s. He was appointed vice-chairman of the 9th CPPCC Hunan Provincial Committee in 2003.
