Zhang Haiyang, male, Han nationality, is a native of Pingjiang County, Hunan province. He was born in 1949, joined the PLA and CPC in 1969 and in 2009, rose to the rank of general. He is the son of General Zhang Zhen. He is a member of the 17th CPC Central Committee and in 2009 became Political Commissar and Secretary of the CPC of the Second Artillery Force.
