Wang Yingfan, male, Han nationality, is a native of Tuquan, Inner Mongolia. He was born in 1942, and graduated from the Beijing Foreign Languages Institute. He held posts in the Chinese embassies of Ghana and the U.K., and he served as ambassador to the Phillipines until 1990. Wang was appointed vice-minister of the Ministry of Foreign Affairs in 1995, and he was elected as vice-chairman of the foreign affairs committee of the NPC in 2003.
