Tong Zhiguang, male, Han nationality, is a native of Anping, Hebei Province. He was born in 1933 and graduated from the Beijing Institute of Foreign Trade.
Tong spent most of his career in the diplomatic corps, serving in Myanmar, the United States and the United Nations. He later held managerial posts at the China National Cereals, Oils and Foodstuffs Import and Export Corporation. In 1991, he became vice-minister of the Ministry of Foreign Trade and Economic Cooperation.
Tong was member of the 8th NPC and 9th NPC and the 15th CPC National Congress.
