Sanggyegya, male, Tibetan nationality, is a native of Ping'an, Qinghai Province. He was born in 1942, graduated from the Qinghai Institute for Ethnic Minorities and joined the CPC in 1972.
Sangyegya spent over 17 years working for the Qinghai People's Publishing House, beginnning as an editor and translator in the editorial and translation department. In 1975, he became deputy director of the Department of Culture in Qinghai Province. In 2001, he was elected Chairman of the 8th CPPCC Qinghai Provincial Committee.
He was an alternate member of the 14th and 15th CPC Central Committees.
