Qi Huaiyuan male, Han nationality, is a native of Ezhou City, Hubei Province. He was born in l930, graduated from the Harbin Foreign Languages School, and joined the CPC in l948
Qi has spent most of his career in the foreign service, serving mainly in East Germany and Federal Germany when abroad. He has also held several posts in the foreign ministry in Beijing and was an alternate member of the 13th CPC Central Committee and a member of the 14th CPC Central Committee.
He was also a deputy to the l5th CPC National Congress and a member of the 9th CPPCC National Committee.
