Luo Baoming, male, Han nationality, is a native of Tianjin Municipality. He was born in 1952, and joined the CPC in 1971. He was an alternate member of the 16th CPC Central Committee and a member of the 17th CPC Central Committee. He was governor of Hainan Province from 2007 to 2011. He served as Deputy Secretary of the Hainan CPC Provincial Committee from 2001 to 2011. In 2011, he became Secretary of the Hainan CPC Provincial Committee. He is also a member of the 18th CPC Central Committee.
