Biography

Li Ying, male, Hui ethnic group, is a native of Qinan County, Gansu province. He was born in 1946, joined the CPC, and graduated from Northwest Normal University. He was elected vice-governor of Gansu province in 2003, and became a member of the leading Party group of the Gansu Provincial People's Government. Li was a member of the 9th and 10th sessions of the Gansu Provincial CPC Committee.
