Li Qiyan, male, Han nationality, is a native of Qihe, Shandong Province. He was born in 1938 and joined the CPC in 1961.
Li graduated from the Department of History of Beijing Teachers' College in 1963. The same year he joined the publicity department of the college's CYLC Beijing Municipal Committee, where he remained until 1982. He then took various positions in the CPC Beijing Municipal Committee, including deputy secretary from 1987 to 1996.
Li was mayor of Beijing from 1993 to 1996, then vice-minister of Labor. He was named vice-minister of Labor and Social Security in 1998.
He was a member of the 14th CPC Central Committee.
