He Xian, male, Han nationality, is a native of Meishan, Sichuan province. He was born in 1954, joined the CPC in 1980, and graduated from Wuhan University with a master's degree in economics. He spent his career at the Ministry of Personnel and the National Center of Human Resources, where he became director in 2003. He was served as vice-minister of the Ministry of Human Resources and Social Security from 2005 to 2015.
