Biography
Fan Qinchen, male, Han nationality, is a native of Gongyi, Henan province. He was born in 1941, joined the CPC in 1960 and graduated from the Chemical Industrial Department of the Wuhan Institute of Iron and Steel Engineering.
Fan Qinchen has served as vice mayor and mayor of Jiaozuo city. He was an alternate member of the 14th and 15th CPC Central Committees. In the late 1990s Fan served as executive vice-governor of Henan province. He is currently serving as chairman of the 9th CPPCC Henan Provincial Committee.
