Cao Guangliang, male, Han nationality, is a native of Zhangqiu, Shandong province. He was born in 1944, joined the CPC in 1974, and graduated from the special training course of the cadre Party school of the provincial Party committee. He is a senior economist. He held leading posts at the tax bureau and finance office of Heilongjiang province. Cao Guangliang was appointed vice-president of the CPPCC Provincial Committee of Heilongjiang province in 2000. He resigned the position of Vice-president of CPPCC, Provincial Committee Heilongjiang Province in 2002.
