Cai Cheng, male, Han nationality, is a native of Putting, Guangdong Province. He was born in 1927 and joined the CPC in 1945. He became a member of 13th CPC Central Committee. He was also member of Standing Committee of the 8th National People's Congress and Minister of the Ministry of Justice.
