Ning Bin, male, Han nationality, is a native of Jishan County, Shanxi Province. He was born in 1959 and graduated from the Telecommunication Department of Northern Jiaotong University in 1982. He received a maseter's degree in engineering from the same school in 1987 and became deputy Party secretary of the Graduate Department and chief of the Foreign Affairs Department.
