Xiong Guangkai, male, Han nationality, is a native of Nanchang, Jiangxi province. He was born in 1939, joined the PLA in 1956 and joined the CPC in 1959. He was conferred to the rank of major general in 1988, lieutenant general in 1994, and general in 2000. Xiong directed the intelligence department of the PLA General Staff until 1992. He was elected as deputy chief of the PLA General Staff in 1996.
Xiong Guangkai is an alternate member of the 16th CPC Central Committee.
