Sheng Changli, female, Han nationality, is a native of Shanghai Municipality. She was born in 1949, and graduated from the Department of Biology of Harbin Normal University. Sheng served a term as mayor of Xiaoshan city, and subsequently served as director of the Xiaoshan committee of the China Association for Promoting Democracy. She was a deputy to the 8th and 9th NPC. She was elected vice-governor of Zhejiang province in 2002.
