Luo Pingfei, male, Han nationality, was born in 1952. He earned a Doctorate Degree in Law from Northeast Normal University in 2005. From 2001 to 2010, he was Vice-Minister and Member of Leading Party Group of Ministry of Civil Affairs. Since October 2010, he is Executive Vice-Minister and Deputy Secretary of Leading Party Group of the Ministry of Civil Affairs.
