Liu Guangtan, male, Han nationality, is a native of Wuhan, Hubei Province. He attended Harbin Industrial University and Tsinghua University. Liu was professor of Harbin Industrial University and president of its Graduate Student College. He developed a new type of ocean radar, in which eleven key techniques were resolved.
