Biography
Liu Cigui, male, Han nationality, is a native of Hui’an County, Quanzhou City, Fujian Province. He was born in 1955, entered the work force and joined the CPC in 1973. From 2007 to 2011, he served as Deputy of CPC City Committee and Mayor of Fujian Province, Xiamen City. From February 2011 to January 2015 he was Director and Secretary of Leading Party Group, State Oceanic Administration. From 2015 to 2017 he served as Governor of Hainan Province. In 2017 he was named Secretary of the Hainan CPC Provincial Committee and Director of the Hainan Provincial People's Congress Standing Committee. He is a member of the 19th CPC Central Committee.
