Huang Xingguo, male, Han nationality, is a native of Xiangshan, Zhejiang province. He was born in 1954, and graduated from an on-job postgraduate class offered by the Party School of the CPC Central Committee. Huang joined the CPC in 1973, and started to work in 1972. Huang held leading Party posts in Taizhou city and Xiangshan county of Zhejiang province, and served as vice-governor of Zhejiang province. He served as vice-mayor of Tianjin municipality from 2003-2007.
Huang Xingguo was an alternate member of the 16th and 17th CPC Central Committees. He is now a member of the 18th CPC Central Committee, mayor of Tianjin municipality and in 2014 he became Secretary of the CPC Tianjin Municipal Committee.
In 2016 Huang was investigated for suspected serious disciplinary violations and removed from his posts. On January 4, 2017 he was expelled from the CPC.
