Henry Tang Ying Yen, male, Han nationality, is a native of Wuxi City, Jiangsu province.
He was born in 1952, attended the University of Michigan in USA, and obtained an honorary doctorate of Business Administration from the Hong Kong Polytechnic University, and an honorary doctorate of Law from the City University of Hong Kong. Prior to joining the government, Mr.Tang was a leading industrialist in Hong Kong. He received the Young Industrialist Awards of Hong Kong in 1989 and was selected as a Global Leader for Tomorrow by the World Economic Forum in 1993.
His primary duty is to oversee policy formulation and implementation in financial, monetary, economic, trade and employment matters. He is also responsible for preparing and presenting the government budget. As Financial Secretary, he is the chairman of the Exchange Fund Advisory Committee, which oversees the work of the Hong Kong Monetary Authority. He served as Acting Chief Executive of the Hong Kong Special Administrative Region in 2005.
