Biography

Chen Kuiyuan , male, Han nationality, is a native of Kangping, Liaoning Province. He was born in 1941, graduated from Political Education Department of Inner Mongolia Teachers' College and joined the CPC in 1965.

After spending nearly 30 years in government and Party positions in the Inner Mongolia Autonomous Region, Chen became vice chairman of the Inner Mongolia Autonomous Region People's Congress. In 1992, he was transferred to Tibet as deputy secretary of the CPC Tibet Autonomous Regional Committee. Later he became secretary of the Committee. In 2000, he moved to Henan as secretary of the CPC Henan Provincial Committee. From 2002 to 2013 Chen served as President of the Chinese Academy of Social Sciences.

Chen was a member of 14th, 15th, 16th, and 17th CPC Central Committees. He was also Vice-Chairman of the 11th CPPCC National Committee.
