Zhang Qinsheng, male, Han ñationality, is a native of Xiaoxi City, Shanxi province. He was born in 1948 and joined the PLA in 1968. He served successively as director of the military training department of the Beijing Military Region, and deputy director of the military training department of the General Staff Headquarters.
