Yang Huaiqing, male, Han nationality, is a native of Shouguang, Shandong province. He was born in 1939, joined the PLA in 1958 and joined the CPC in 1960. Yang has had a long and distinguished career in the Navy of the PLA, and was director of its political department from 1992 to 2003. He was conferred the rank of admiral in 2000.
Yang Huaiqing was a member of the 15th and 16th CPC Central Committees.
