Wang Julu, male, Han nationality, is a native of Wenxian County, Henan Province. He was born in 1945 and joined the CPC in 1973.

Wang spent over 20 years serving in judicial and party leadership roles in Liaoning Province. He began his career as vice-president of the Lingyuan County People's court and later became a magistrate in Jianping County. In 1992, he was transferred to Beijing, where he became vice-minister of the Ministry of Justice.

Wang was deputy secretary general of the 8th and 9th CPPCC National Committees. He is currently chairman of the Heilongjiang CPPCC provincial committee.
