Biography Highlight

Qiao Xiaoyang, male, Han nationality, is a native of Hubei province. He was born in 1945, joined the CPC in 1974, and graduated from Beijing Language and Culture University. He served as vice-chairman of the legislative affairs commission of the standing committee of the NPC before becoming vice-chairman of the law committee in 2003. He is now Chairman of the HKSAR Basic Law Committee of the 11th NPC.
