Qian Shugen, male, Han nationality, is a native of Wuxi, Jiangsu province. He was born in 1939, joined the CPC in 1956 and spent his life in the military. He graduated from the Chinese PLA Military Academy in 1981.
Qiang had a long, distinguished military career. Starting as a staff officer, he rose through the ranks to become an artillery section chief, regiment commander, commander, and deputy chief of the PLA's general staff. In 1997, he became vice-chairman of the Beijing Afforestation Committee. Qiang attended the 1997 Hong Kong hand-over ceremony as a member of the Chinese Government Delegation.
He was an Alternate member of the 13th and 14th CPC Central Committees and was a member of the 15th CPC Central Committee. Qiang is a member of the 16th CPC Central Committee.
