Li Guoying, male, Han nationality, is a native of Yuzhou City, Henan Province. He was born in 1964, graduated from North China Institute of Water Conservancy and Hydroelectric Power and entered the work force in 1984. From 2001 to 2011, he was Director of Yellow River Water Conservancy Commission. Since 2011, he is Vice-Minister of Water Resources Ministry.
