Biography Highlight

Lou Qinjian, male, Han Nationality, is a native of Zunyi City of Guizhou Province. He was born in 1956, entered the work force in 1973 and joined the CPC in 1975. Lou holds the PhD degree of computer science and is a senior engineer. He is currently Vice Governor of Shaanxi People’s Government.
