Biography Highlight

Lou Qinjian, male, Han Nationality, is a native of Tongzi County of Guizhou Province. He was born in 1956, entered the work force in 1973 and joined the CPC in 1975. Lou holds the PhD degree of computer science and is a senior engineer. From 2010 to 2012, he was Vice Governor of Shaanxi Province. In 2012, he became an Alternate Member of the 18th CPC Central Committee and in 2013 he was elected Governor of Shaanxi Province.
