Liu Qian, male, Han nationality, is a native of Kunming, Yunnan province. He was born in 1956, graduated from Shanxi Medical University, and joined the CPC in 1981. He held posts at the Ministry of Science and Technology until 2001 and he became vice-minister of the Ministry of Health in 2007.
