Biography
Liu Ketian, male, Han nationality, is a native of Ninghe county, Hebei Province and he was born in Shenyang. He was born in 1951, and he is a member of the CPC.
Liu graduated from the Training Department of the Central Party School, obtained a master's degree from the Institute of Economic Management, and a doctorate from Liaoning University in economics. Liu has served as deputy director of the Shenyang Municipal Planning Committee, and he served a term as vice-mayor of Shenyang in the early 1990s. He is currently serving as vice-governor of the Liaoning Provincial Government.
