Biography
Liu Hongcai, male, Han nationality, is a native of Panshan County, Liaoning Province. He was born in 1955, studied at Beijing International Studies University (Beijing 2nd Foreign Language Institute) from 1972 to 1975, started to work in International Department of CPC Central Committee since 1975, and joined the CPC in 1979. From 2010 to 2015, he was The Special Plenipotentiary Ambassador of PRC to People's Democratic Republic of Korea (North Korea). In March 2015, he became Deputy Director of the International Department of the CPC Central Committee.
